The game itself has difficulty zones. And the the map of the difficulties reveals that it's very organized. You have a low difficulty corridor from Sanctuary to Diamond City, and stuff gets more difficult the further east or south you head way from that corridor. The only exceptions are random encounter points, and some rare fixed encounters. There will still be instances where a higher difficulty makes little to no difference at certain points though, considering most - if not all - enemies don't scale with your level. Once you have hard-hitting weapons, low level enemies will die in one shot no matter what difficulty you're on.Jun 2, 2017 · Fallout 4 survival difficulty is the best of the bunch. Unlike very hard or other bethesda games , it doesnt turn mobs into bullet spounge. The only thing people complain about survival is because they can't save scum unless they use mods. But like all the other bethesda games , at higher level all the difficulty are a joke.
